Learning from experiences with implementation and financing of recovery and peacebuilding assessments: 1999–2017

This review of joint assessments recommends how host governments and the three partner institutions can better follow up assessments with coherent action. The goal of this review was effectively to identify lessons learned on what works for implementation and financing.

Eastern Ukraine: Recovery and Peacebuilding Assessment

The Ukraine Recovery and Peacebuilding Assessment, the Ukraine RPA was conducted between November 2014 and February 2015 in response to a Government of Ukraine request to assess and plan recovery and peacebuilding efforts in the conflict-affected regions of eastern Ukraine.

Mali: Assessing recovery and development priorities

The RPBA in Mali, called the Mission d’évaluation conjointe (MIEC), was conducted under the Agreement for Peace and Reconciliation signed by the national government and armed groups in May 15 2015. The MIEC in northern Mali was launched in July 2015, and covered the impact of the conflict in the country’s northern region. The MIEC identified needs and priorities, as well as related costs, to ensure a rapid recovery, address poverty, and promote development.

Northern and East Cameroon: Recovery and peace consolidation strategy

The RPBA in Cameroon, adopted by the government as the Recovery and Peace Consolidation Strategy for Northern and East Cameroon, addressed the challenges associated with Cameroon's unstable geopolitical neighborhood, long-standing marginalization and vulnerability within national borders, and the more recent consequences of external pressures related to Boko Haram, along with the conflict in the Central African Republic (CAR).

North-East Nigeria: Recovery and Peacebuilding Assessment

The RPBA in North-East Nigeria was undertaken between January and May of 2016, and covered the six North Eastern states of Adamawa, Bauchi, Borno, Gombe, Taraba and Yobe. It responded to a Government of Nigeria request to assess the impact of, and propose strategic interventions to address the devastation caused by the conflict with Boko Haram.

Central African Republic: National Recovery and Peacebuilding Plan

The RPBA in Central African Republic (CAR), adopted by the government as the National Recovery and Peacebuilding Plan (RCPCA), was initiated by an April 2016 government request.

2008 Joint Declaration on Post-Crisis Assessments and Recovery Planning

RPBAs are conducted under the Joint Declaration on Post-Crisis Assessments and Recovery Planning, first signed in September of 2008, by the European Commission, the United Nations Development Group and the World Bank.
